During WW3 arc it was confirmed that the thing in his arm is real, and even at the end of the arc where the dragon first appeared you had Styil say "What the fuck, okay I doubt that was an illusion. First off his ability to use magic is gone before we even touched him, and his memories were destroyed, all we did was mess up his face and send him on his way after that. This isn't normal".
It was already confirmed three times over that it wasn't an illusion that first time, rather IT always comes out when his arm comes off
So, if Touma actually learned/remembered what the dragons/IB are, and Gunha learned what his powers actually do, just how many more people would start living their life correctly?

We don't have enough information about what the dragons do for an answer to this. I'm only speculating that they are great serpents from various mythos and their place in their various hierarchies might be why even shit like about-level-six Misaka and Fiamma at his best means nothing to them.

Also, the entire Index story takes from various mythos for everything nearly everyone does. While some designs may be completely original, I'm pointing out that some of these dragons can easily be said to look like a specific creature, and these are the things inside of IB of all things, power of the goddamn series' MC (which were even hinted at AGES ago in the story). Except for the part where Accelerator could have won but that wasn't the point. He purposefully lost so that the other espers wouldn't fight him. Which was kind of pointless in practice but it probably made Accelerator feel like he was paying back some of his debts to Touma.
Kamachi himself said the story would be shit if Touma actually leveled up. Regarding their "fight" in NT10, I think the only reason it happened was to give Accelerator some character development and so the Will could appear for a moment.
