If you read the novel, most of the committee didn't even attend the meetings. They didn't get to see Sagami's work ethic. Calling someone out is not something you do in honorable Japanese society, anyway.

Why not just let everyone else be spineless and give her the attention she wants? She'll go down, make her speech, Yukino gets what she wants too because the festival is a success, and everyone's happy.
