Do you think a system like galax would work in real life? Some kind of smartphone app where users could enter any skills they have and be alerted when they are needed somewhere near by? I imagine it'd be a nightmare for anyone with any kind of emergency training, but some good might come of it.

There is actually an app where people with CPR or other emergency medical training can sign up and be alerted if there's an emergency nearby. Not sure how many people really use it though.
To be fair it is a portable monitoring device given that govt. backdoors have been required on phones for over a decade.

Wathing the old Gatchaman isn't nessecary, as long as you understand that a Gatchaman is basically a super sentai
I wouldn't necessarily call it a traditional sentai series though, there's not an incredible emphasis on fight scenes (i.e. not one every episode)
It'd be something of a legal and logistical hellhole (but a good idea on paper).
You'd need to have AHA/EMT cert'd volunteers registered through the app as first responders that the local EMS lines could call upon.
So it'd still need to drift back to governmental management via the NHTSA (in the US at least).
Then the local governments would have to step in and make sure those registered were protected under the law for helping but things go bad anyways.
