At least he makes some original stuff, unlike Yoko Kanno who made some very clear rip-offs. Just listen to "On the Run" by Yoko Kanno, it is an 100% rip-off from Pink Floyd, even the name is the same.

On the Run is obviously a cover. There are plenty of actual instances of plagiarism by Yoko Kanno, so I don't know why you singled out that one.
Incidentally, Kanno is actually amazing when she's not ripping other people off. Just look at Magnetic Rose. I have no idea why she feels the need to steal so often.
Shiro Sagisu used to be the fucking master, I love all of his early BGM, but his recent output has been less impressive, and he seems to think so as well seeing as he keeps reusing his old tracks in Rebuild.

I feel like alot of people don't realize how amazing the soundtrack to Gundam Wing is. It's sexy-jazzy, it's rock-n-roll, it's epic orchestral, and yet it's not too scattered either; somehow he made all of those genres go together very well. It's a god-tier soundtrack.
