Eh, I'm not sure that she intentionally changed her face to look like Chisato, she wouldn't even know what she'd look like grown up. I think was just to make her prettier in general.

It can be assumed that Shigeru liked Chisato when they were kids, but there was no confirmation as to whether that was really the case or not.

Hypothetically speaking, if I were to end up there, knowing what the circumstances are and what their "hell" and "heaven" stand for, I would influence the outcome so that I end up in the Void.

That's probably the point. Heaven and Hell is easy to understand, no one would question that concept.
Also it seems like the arbiters can take away specific memories. That guy in Death Billiards died a more natural death.
Maybe they even cover up stuff like suicides in future episodes. All three games so far had variety to them.

Decim said in the pilot that the game wasn't really chosen randomly, but it was the game they needed to play in order to fully realize themselves and their connection to each other.
The darts one so far is the only one that actually hurt the players, and that was somewhat necessary since the couple was so dysfunctional and had a lot of things to hide.
I think someone said earlier that they took some liberties with the whole 'void' thing, in that you don't actually become nothing, but rather you're stuck in a void with your negative emotions and consciousness still intact.

If they really are going with the "masks are directly symbolic" thing, it certainly ruins part of the ambiguity while adding in a secondary factor where the judging the judges is more important for watching the show. I also think allowing both people to go to the same place kills part of the tension where we've come to expect a tough decision between two people.
It also sort of retroactively makes Death Billiards seem stupid. In fact, due to the plothole, it can't be treated as part of the series. I'm hoping that something later changes how we perceive the masks and indicates they don't really mean anything specifically.
