It's like you don't get how this works. The fate of all girls in this series isn't to be submissive, but rather to have a reverse value from what you first imagined. Because you thought it was one way, it was the other, Nasu loves reverse values.
Sakura seems submissive to your first point of view, in reality she's a natural sadist. You thought Rin would be your perfect take charge sadist girl, in reality she was submissive but covering it up by acting tough on the outside. You thought Rider was your perfect take charge Amazon, in reality she was covering up with her taciturn personality.
Lilith seems like the outward Sadist, in reality she's a masochist if you look into it deeper. Passionlip seems like the outward masochist, in reality she's the sadist if you look deeper. BB is a sadist but if you push her enough she'll go submissive for Sempai once you corner her. Karen seems to be an outward sadist with a foul mouth, in reality it's like she's just waiting for someone to push back, and when they do she enjoys being pushed down at times. Hakuno seems mild mannered, but it seems he takes to being an S pretty well.

In Fate there is a huge complex of rule, mechanics, previsions and overall lore around magic, servants and all of that.
Then you read the VN (or better, anything Nasu-written) and there's always the exception of the rule fucking things up in it.

Nasu's worldbuilding is pretty shit because he can't keep his rules intact.
Seiba's cheating can be waved off as a dice roll (or "plot armor"), but the Fragarach thing is pure bullshit. At best the result of Fragarach and Gay Bulge getting activated at the same time is that both parties die.

Or rather, he just makes up new rules to justify violating his old. It makes his worldbuilding a bit unstable, but not terrible simply because of that.
