It's just there way of keeping the characters young, and assuming we get another season with Aoi getting even more important roles, that probably won't change.
I can't imagine the otaku being happy with late-30s, even 40+ year old Aoi, directing a show, at most she'll be getting a role like that in a year or 2.

It's one thing to not get a main role, but it seems like Zuka is not even getting minor roles (other than making crowd noises), which seems to suggest she's actually not very good at voice-acting.
