It's a very convenient way of killing a young and otherwise healthy character in a modernized society without putting the blame on another character in the story. In essence, it fills the same niche that diseases like diptheria and scarlet fever did in 18th century American literature in that they mainly affect children and adolescents and have a high chance of killing or crippling them- giving them a blameless death when required by the story.

its an island nation with mountainous terrain, they don't have that much transportation via truck, most of the stuff is shipped, and the rest is done by train, only short range deliveries are done with smaller trucks

Because they happen enough in real life. I live in a small town of 11k people in central California and I have personally witnessed four separate traffic accidents over the last fiveish years. I even saw a little girl get hit by a buick that had two ancient women in it talking like idiots. People need their licenses revoked the instant they turn 60

Japan's road infrastructure routes heavy traffic through residential and commercial areas, which HGVs are a large part of.
So they feature in manga as a cheap, familiar device for plot.
