Why is this allowed?
It's a highschool setting with a post-apocalyptic twist. This is quite a common mistake you're making and understandably at that. You'd think that the part of the setting that dictates the scenery of entire cities and planets like post-apocalyptic would be greater in scope and hence dominate the tone of the setting, but this is often times not the case. In Japanese media, highschool is the strongest.

So, lets get this straight
Everyone who was 13 or over died.
Meaning, the almost entire base of higher education knowledge is destroyed along with it.
So how can standardized education still exist beyond reading/writing/and math (which may top out at what we currently considering the end of grade school)?
It's actually not that awful.
I liked the writing. I mean it's just bunch of cliches, but at least it doesn't prolong audience suffering with stock shonen internal monologues or needless drama and goes straight to the point.
