Number of magic circuits does not directly equate to how powerful a person is. Aoko has one in total, and she's more powerful than most of the people in the universe itself.
Discussing how Shirou can have so many circuits isn't the same as discussing HOW POWERFUL he is. He has so many circuits because he's turning his own body into a circuit by heretical methods due to ignorance.
Magic circuits in MB gameplay terms don't really match up with magic circuits as an actual thing in the Nasuverse. Arcuied, for example, doesn't even canonically HAVE magic circuits, she has something called "Regression to the Age of Gods" instead.
Aoko has the Fifth Magic, but it's really not useful at all. She only has one Magic Circuit and very little Od, but her single Magic Circuit surpasses the quality of Roa's and she's running on nearly impossible Od efficiency which she uses to shoot big lasers and such. Kouma is EXTREMELY strong, that is, he can fight with Servants strong, and he has the most ancient Kishu ability of all, fire generation and slight manipulation of flame. Barthomeloi is an expert, extremely powerful mage. Kojirou is a shitty Servant, but still a Servant. Ciel is almost equal in strength to Kouma, but faster than him, and she has powerful magical potential that she exploits with the Black Keys and the Seventh Holy Scripture. Nasu has said that "Ryougi Shiki" is basically equal to Ciel. Soren Araya has superhuman strength and speed as well as extremely powerful Magecraft.

Her route was ham-fisted. Shirou relationships in Heaven's Feel were rushed across the board. Suddenly, he got along swimmingly with Rin, Kirei, Saber. He picked up how to make a permanent magic circuit on his own. All the little tidbits about Servants came at a pace of "you've sat through this twice before, so there's no need to reintroduce you", and that ended up screwing over some important parts in the beginning. The only natural progression in HF route was Illya.
Nasu lost his ability not to punch people with plot. This is surprising when he had four other routes to Tsukihime, and only managed to punch people three times (ie: wtf happened to Arc & Nero in Far Side).
