I think secondaries most likely haven't yet understood that Archer is Shirou yet, or rather, they wouldn't if that wasn't the most spoiled fact in the internet.
The VN made it much clearer, the time I began to think it was like that was when Shirou called Tohsaka and Tohsaka thought it was actually Archer on the phone, and when then when Shirou retrieved a second pendant it became clear.
On the anime it still seems less apparent, it's possible there will be people who will only realize it in the Archer vs Emyia fight.

But to a secondary who isn't familiar with Shirou's magic, might easily come to the conclusion that Shirou is able to project Archer's weapons due to simply having the same power as Archer, and not because it's within the range of Shirou's own magic. Which is kind of moot, because Archer's ability is Shirou's magic, but a secondary might be inclined to think it's the other way around.

It's a trump card ability that in most cases would drain the user far faster than the opponent, it's stated it would lose to most servants if all you did was go "Poof, here's my RM, I win so hard... stop hitting me, you're supposed to lose". Against GIlgamesh it's a high counter, but even at the end of UBW Shirou says he can't match any other servant with it, and there's a reason Archer doesn't just laud it out during every fight he has either.
UBW presents some chances, if you don't use it like a retard like how some people think it works "Its so strong, it beat GIl so it can beat anyone, DOWNLOADING STATS it can do anything, he wins always". Even Nasu points out a dozen times the weaknesses of this ability and how he'd lose to any servant that wasn't GIl if that's all he did, yet people still insist on wanking him almost as hard as Shikiwankers without understanding shit.
Archer had to rely on many abilities he's gained over the years, insight, intelligence, minds-eye, in combination with tracing swords to stand a chance.
It's nothing that just lets him match Saber, or so optimal like that if that's as far as your reasoning really goes. Even in SLH he didn't try to use UBW, he used the accumulation of all of his abilities and training that symbolized his entire journey in life. Maximizing what little talent he has to beat even monsters with just skill. Unlike GoB it requires mana for each sword spammed in a bad way, that's not the optimal way.

True Projection magic takes an object, puts a false layer of reality over it, and it shatters in an hour. What he does is pull shit out of nowhere, with no Earhtly basis, that has more mana than him somehow.
Shirou just thought "That's projeciton isn't it?", and RIn went "Well, that seems like projection" because she couldn't rationalize it either.
However it was never some weird or asspull way as it was never that shit from the start, rather from step one it was shown it wasn't projection magic in truth, it was an ability that made him a heretic that breaks the rules of magic.
It's just that people around him who are very logical in nature can't understand shit he's doing, so they go "This seems like Projection magic, but what you did is impossible, but it's clearly projection magic so I'll tell you how it works. Gilgamesh lost through a combination of factors, but even then Gilgamesh could have still snatched victory if Shirou had played it wrong at all at the last step. he was a human against a servant, there were hundreds of ways to lose, and one way to win, he could not let up for a moment and take that chance.
Even he admits GoB surely is better than UBW if he let up and let this guy pull out something in particular, surely there's some weapon he cannot have or cannot trace, so before he can use it Shirou must finish him off and deny him every chance to strike.
Though the short match they had in Fate route should tell you some reasons why this match is bullshit. Even with "Tracing stats, abilities, fighting strength", he couldn't match Gil for more than an instant in direct combat as Gil was just using his own skills in that moment.
Gil was just pulling out weapons and using them with his own skills which supposedly aren't so much, Shirou was tracing Arthur's skills, and he could not come close with that shoddy imitation.

That was Fate route, Shirou admits he can't come close to Gil in even skill with an imitation of Arthur's skill, and gets his ass kicked seconds later. An imiation of Arthur's skills let him survive a few seconds against GIl playing around pulling swords out, but he still got his ass kicked in a straight fight with no frills while tracing abilities of someone else.

Even then, he almost lost to blind, half-dead, godhand-less Berserker before Ilya showed herself, and doesn't even manage to kill Saber Alter, while burning himself out in the process. He's just not servant tier.

She was a monster in some ways, but the corruption blunted her instinct significantly, and she has lower agility. SLH is pretty much proof that Archer could have wrecked Saber Alter, whereas he's stated before he has no chance of beating Saber normally. Her reduced instinct lets him pull off a move like crane wings that Saber would otherwise see a mile away.

Only time he "copied stats" was during HF when he had tracing far beyond what he could ever have in life, to the point that it was literally killing him to have it. Even the "copying stats" thing in that moment was most likely figurative.
So events get mixed up in peoples heads, they think "He can just do that all the time now easily for sure, in fact he does it in every route, that's basically what he does when he copies fighting style, he can beat anyone". Tracing stats and tracing fighting style aren't anything similar, it breaks his body down badly to trace the memory of a sword as it goes on auto-pilot and his body is thrown along for the ride. His entire body breaks pretty badly there.
In HF he strengthened his body to withstand the weight of the impact that was about to hit, but that was only because he had Archer's arm, which an entire fucking point in the route no one can seem to get is that Archer's arm gives him powers far beyond what he would normally have or beyond what he has in any other route. "But Shirou is stronger that Archer, naturally he should surpass..." Shirou is never stronger than Archer even if he won the battle of ideals. Even when they fought Archer was 1/10th of his power at best. His skills and power were still somewhere around three times better than Shirou all around even at that level.
Just imagine UBW Shirou as having a consistent power of 200, while HF Shirou in small bursts can reach 1000, but in exchange for this huge boost he takes 8 damage every second after he first activates it until he dies. They drill in this is lot of power, but its an equal amount of backlash that you'd have to be stupid if you ever thought "This is great" or "This is a nice power", it was killing him in the worst ways imaginable.
