It maxes out at A+++. EX is reserved for those with abilities that cannot be measured. Abilities that are so broken they can single handedly win the entire war in one night.
Hercules held the world up for a day. I'd say that should qualify for EX. At minimum his strength should be at A+++. It's fucking stupid there are other servants with the same strength stat as him.
Servants are weaker than when they were alive.
Even though Ilya is great, the copies put into servant containers will never be better than the original.
Also factor in setting bonus. Hercules has no bonus in Japan.
Classes restrict a servants stats to a certain mould. Berserkers get their luck lowered, Sabers have no restriction on it.
And luck in the Nasuverse ain't the same as the regular definition, it lets you do shit like ignore causality and tank magical spells in some cases.
His strength is so renowned that it should be one of his NPs. If the stat is capped at A+++, the grail should've realized that is not enough and made a passive NP ála god hand that boost it enough that he could hold the world in Apollo's stead for a day.
Consider the complete materials confirm that Herc, Medea, and Medusa never actually existed even in the Nasuverse does it really matter that the grail made inaccurate copies of them based on the myths fir balance purposes
Well I think stats between classes are vastly different. A berserker has base C strength, Saber has base A strength. So while a berserker may have equal or lower strength stat than a saber, it's actually higher 'cause it takes more for them to qualify for a higher rank.

Also Berserker is arguably the strongest of the non-knight classes, the biggest drawback is the mana costs but Illya has no trouble with that.
But in Fate/Zero Zouken also specifically wanted the Berserker class when the Saber class was still presumably open. Assuming he wasn't just trying to assfuck Kariya, that would mean that a Berserker should be stronger than Saber if you have the prana available. This shit just makes no sense.

If Archibald swallowed his pride and he and Lancer fought dishonourably they could theoretically win.
They'd need to engage in constant hit and run tactics where they attack servants and masters solely to deal one wound with his cursed spear before retreating immediately, slowly wearing the other servants down with unhealable injuries, but if by some miracle they didn't get picked off or ambushed they could have won by following this method.
No. If you have a powerful Master like Rin, you will be as strong as you were when you were alive.
The only limitation you have left is which NP you end up bringing with you in a Grail War.
Same reason Matou chose Berserker for zero.
Berserker is the go to class for useless magus, because all they have to do is stand around and not die, the stat boosts can generally make up for master combat ability in terms of raw power.
But of course, that's a terrible idea. Because there's a lot more options for a weaker servant that has a good master than a strong servant with a useless master.

Besides, a good Berserker is probably going to be more POWERFUL than a good Saber, but between the insanity and the mana cost Berserker has a far worse chance of winning than Saber.
Wasn't Saber summoned by then? Assuming she wasn't, what I got out of the scene was that Zouken knew that Kariya was a shit master and that even with Saber it would be a shit team. At least with Berserker and worm power they can level the playing field somewhat. Zouken also didn't seem all that interested in winning the war in Zero. He seemed more interested in grooming Sakura to win the next one from the looks of it.

If I remember correctly, Saber, Archer, Rider, and Berserker were all summoned at roughly the same time. So when Zouken and Kariya were preparing to summon a Servant, the Saber class was still open.

That's not true at all. EX usually just means unquantifiable by the standards used to measure things. It doesn't always mean overpowered or stronger, that's just Ea. It's like having a measurement for how sharp a sword is, but the thing you're measuring is an interdimensional space whale.
