Not him, and I'm not saying it's easy to understand, but everything is very obviously not being revealed all at once. The scriptwriter is the guy behind 999 and Virtue's Last Reward, so I think we can expect to understand things the deeper we go.
We've gotten to know the characters a lot since we first saw them in episode one. All of them, too, not just one at a time. Everything feels like it has a purpose to me, like it's not really wasting much of its time.
Just give it some time, I'm sure it'll all make sense in a few episodes. The scriptwriter did say to watch until episode 6. I'm expecting something comparable to Samurai Flamenco, but who knows. Maybe it'll turn out to not matter and everything does end up being unexplained.

It was okay when it was just "pantyshots: the anime" then they started trying to have a plot and it went to complete shit.
But of course since it's unpopular you get the hipster contrarians flocking to it and going on about how "It's a rich narrative being told in a unique style that plebeians like you wouldn't understand."
It had plot since episode 1, the bus scene proves that.
An asteroid is going hit the earth. It gets escalated when the ghost of some kid gets a nose erection. There are super heroes, secret organization and NSA envolved. Also some serial killings and a bear. Quite simple.

I thought it was going to loose its weirdness/ridiculousness after the first episode and turn into a harem. But it's still going pretty nicely. Hopefully it wraps up well in the end.

Like those LN harems where the first episode is ridiculous and they go all out but then they have nothing left and loose their touch in favor of harem hijinks.
I have this feeling that MC doesn't exist in the same wordline as the girls. The rules of physics don't apply to spirit entities, right? It's kid of odd that the girls just don't care about him.
Punchline is totally different from your average animu, its refreshing. I like it.
