you don't have the minimal equipment anyway but whatever
salt (table salt and kosher salt), sugar peppercorns, mustard seeds, other spices, dried herbs, vegetable oil for frying (not fucking canola, you have alcohol if you want to kill your liver), vinegar, cooking wine, coffee, cocoa

beans&peas (dry or canned), rice, wheat flour, corn meal
milk, butter, cream, cheese
whatever vegetables are in season - i.e. dirt cheap at the store or market. don't be picky, most anything can be made into good food

Always keep some onions and garlic around, it'll put flavour into most things. Also try to find a herb or spice that you like putting in most things. For me it's rosemary, for others in my family it's thyme. You don't have to put it in everything, but it's nice to have some way to salvage a meal that turned out badly.
Why don't stores wash the rice before selling it? Is there a conspiracy to make the unwashed masses eat unwashed rice?

Roast chicken and ramen cooked with extra spices (paprika and cayennne).
more chicken, less ramen and sodium. drain the liquid and mix it up and put the chicken on the bed of ramen. Use fork, cut piece of chicken, twirl it up with some ramen. Decent meal with no nutrients or vitamins but hell, better than nothing.
When's the last time you had some quality corned beef hash?

salt, sugar, vanilla, baking powder
and add the beaten eggwhite after like 30min to fluff it up. then bake them with some butter. keeping the batter nice and thick results in nice >2cm pancaces

Make stews that use cheap meats and soups. They only require basic cutting skills and a big pot.
Gumbo is expensive to get all the ingredients if you have none but once you have them you can make a pot last an entire week for 1 person as long as you are willing to make rice.
Pasta Fagioli is a soup that is really cheap. Pasta, beans, chicken broth, carrots, tomatoes, celery, onion, and like 3 strips of bacon.
