I've never seen a redemption arc subverted this way. The whole season of build up and then in the ultimate moment he does't switch sides.
It made perfect sense. A couple months of not chasing the Avatar isn't going to undo a lifetime of conditioning. It took him getting what he wanted and realizing he didn't like it to turn him around.
Also, the answer to OP is that it was suggested by Aaron Ehasz that Zuko's redemption be pushed back. Originally he was going to side with the Gaang in the Book 2, and Iroh (who genuinely supported the Fire Nation) would attack him for his treachery.

Depends on both who has superpowers and how they use them. If say, 2% of the population suddenly gained powers, that's roughly 140,000+ people. Statistically, you're bound to have a few asshats in there that would just fuck things up simply because they can, with very few people (relatively speaking) able to stop them.
Given our society's current inclination to blanket a whole community with contempt based the the actions of a select number of individuals, its not a stretch to say they would be hated in general, despite any "heroic" members
