I'm thinkin' it's an elaborate marketing campaign, it seems just too extensive for one person to pull off. The intro I can see, but the thermos is what gives it away.
Not totally saying one person couldn't do all that, just that I couldn't see what they would have to gain by doing it. I think the idea of a group of people trying to get a show off the ground is more believable.

This looks like one of those shows that the turtles would watch in the new TMNT series. Like Space Heroes and Crognar.
Still, the fact I'm pretty positive it's a hoax makes me want it more, and i kinda wish it was a thing.
Tracking errors don't look right, and the animation is TOO good for the era and budget, and the text on the design notes don't look right.
If I'm wrong and it's a failed pilot, find the Japanese side animation lead, because this obviously isn't their first rodeo.

The Uploader has been uploading legit show intros for months, much like when pixar uploaded legit toy cartoons ahead of the LLots-O-Huggin bear commercial. He also seems to be /fit/ obsessed judging by his uploads and subscriptions.
Teddy Philogene feels like a dead end. The bear was made for PPS&Associates LLC, a Private Investigations firm. Maybe a lead, will look into it more later.
Possibly of note, the female singer is the itro had thick english accents.

If you going to sleuth it, there's two YT comments that are identical yet from different accounts. If you search the show's title, you'll find the first few tweets pretending that this is a genuine show.
Implying he didn't use it to emphasize the stupidity of the show.

In the UK and some other countries Teenage Mutant Ninja Turtles became Teenage Mutant Hero Turtles. Possible homage to that shift with the blog post and thermos mentioning Super Turbo Atomic Ninja Rabbit, where as the opening is called Super Turbo Atomic Mega Rabbit?

In the show, the turtles watch old cartoons that were blatant copies of others. The first one was a knockoff Star Trek: TAS on TV and the second was VHS tape of a knockoff Thundarr The Barbarian show. Maybe this was a rejected show for that series or maybe it will be the season three of TMNT.

Fakes? These guys did go to the trouble of animating an entire intro sequence. Mocking up a cel and applying some decals on a Thermos seem like far less work.
It's pretty damn obscure. Like I said, I watched maybe two episodes on a children's TV compilation show in the late 90s - it wouldn't be the only bit of weird junk I never saw again. Have you tried the Japanese title?

In my Google search I saw people on ObscureMedia and 80scartoons on reddit trying to figure it out. And I actually first saw the video on tumblr yesterday, although the poster didn't seem to understand the mystery of it.

They tried so hard as well, WMM titles in comic sans and all.
Going by some of the people who have tweeted about it, maybe The Line collective? Iain Gardner programs the animation showcase of the EIFF, which featured one of their shorts last year. The Line have also done a few vaguely anime-ish things, which makes it all the more likely to have come from them.
Threw the show's name into Google Translate and got nothing. Assuming that translation was off or the western name is completely different, I looked for ninja rabbit. Still nothing related to the show.

If you look through all the blog posts it seems pretty legit that it's been there since that date. Also the blog is way older. The youtube channel that the video was uploaded to is way older too. Typically when there's a viral hoax of this nature that's not the case.
If this is a joke/marketing stunt then it's got to be one of the most elaborate ever concocted.

You can modify the date on blogspot posts to any time in the past, but you can't change the RSS feed updates. The STAMR post isn't from 2008, it was posted last year.

This is a really high quality fake, but the style on a lot of the faces is a bit inconsistent and doesn't really fit any of the styles of animal cartoons from the supposed time period.
I'm personally assuming that one or two people have been working on this in private for several years for kicks, and they did an amazing job with the presentation, but it's most certainly not a legit 80/90's cartoon.
