Should I just stop working out chest and keep cutting bodyfat? or would working them out hard be the best bet? any gyno bros with experience out there?
Actually working out chest is the best thing you can do for it along with cutting bodyfat it may eventually just make it look like you have slightly fatter pecs than you do.
Your only real choice is surgery. It's not really that expensive (few grand) and is a quick and easy procedure. Only comes with a few possible sides but they are rare and if you get a good surgeon you shouldn't end up with concave nipples

How does one grow them?
You could do forearm/wrist curls but I hear they can cause damage and it's a big waste of gym time to just hit a muscle group that won't even really help you with your main lifts IMO.
Mine are juicy from hammer curls and deads.
