Brah I don't fucking get it. I'm pretty much the same situation, and I hear people me telling to cut. Others tell me to bulk. and then I see the odd "eat at maintenance". I don't even fucking know anymore man.
If I were you (and I fucking was) I would stop doing SS, do PPL (except don't do legs for a while kek) and I'd cut down on cals. If you want the fat gone faster do IF.
You'll look much better, and after 2 months or so you can do a clean bulk. It's what I'd recommend.
I looked like you and thought fuck it, I want to look good for once. I slimmed down and got a bit weaker, but I felt much better about myself because I was more aesthetic. Then I enjoyed my bulk a lot more and it felt more justified. Don't become a fat fuck though and eat too much when bulking, still count your cals.

OP, if you want to look good to girls, cut first. You'll look better lean even if you don't have much muscle. Start a lean bulk when you're like 10% bodyfat.
If you don't care about girls and just want strength and size, continue bulking
