Is there any torrent client allowing me to download something one at a time and if it drops down to 200 mb/s, it'll pause and resume something else which can be downloaded?

The reason AMD can't fail is because intels balls would be ripped off. AMD owns x86_64 and if they go bankrupt intel won't be able to legally produce 64-bit x86 processors.
At worst intel will panic and lend AMD a couple hunded.

Is it okay not to have a real time anti-virus scanner installed and instead just do regular scans with a standalone anti-virus tool?

Seems easy enough, using json with python 3 is really easy and straightforward.
Some things that I think would be great for you to do OTOH:
-separate the different actions (add, remove etc.) to functions/methods
-add error handling with exceptions (what if someone inserts non-int values to the dialog of how much money one inserts/removes)
-remove possibility to go to negative funds, unless you implement a credit system of some sort.

Hey friends, I'm a new programmer and after alot of reading on C#, C++, Java, C, I have found a question that I can't seem to find an answer on.
Okay, so C, C++, and languages like them, are all faster than "high level" languages like Java and C# because they compile directly into machine code, while Java and C# compile into Java bytecode/MSIL, right?
My question is: Why have the "compile into bytecode" thing at all? Why don't Java and C# and other languages like it just compile into machine code like C and C++ do?

Because then your code would be CPU architecture dependent.
Java bytecode allows the program to run wherever there is a Java Runtime Environment (JRE), and MSIL allows the program to run wherever there is a Common Language Runtime (CLR).
