Anything can handle 'programming'. What you're actually looking for is just a laptop that can handle recent games, as in a 'gaming' laptop.
Look for something with a GTX 950/960 in it.

A regular laptop can handle games like counter strike, civilization, MOBAs, etc.
It can't handle stuff like BF4, crysis, witcher, and so on. So it just depends what kind of games OP wants to play.

Sorry homes but if you don't have any experiance it's gonna be rough. I'm a controls engineer and when I sat down in front of the Android IDE it's not very intuitive. If you look up what it takes to get just a basic button working you might want to start in a different language. Pirate a visual basic editor to get a feel for what the basics look like and if that seems too daunting get an arduino or atmel programmer so you can start learning basic structure and syntax.if you have some idea of programming...
