If I got to make the decision I'd keep them legal because it's not like planes are crashing as a result of lasers, but this is very far down on the long list of issues in the United States.
Banning lasers based on output power is foolish.
A very divergent laser beam will actually be worse than a spotlight. The power is spread out over a larger area depending on the distance.
So really they should regulate lasers based on optical divergence and output power. An airplane pilot isn't even going to be able to see a high powered laser if it is very divergent.

You can easily calculate luminosity at a distance. It's a simple equation anyone can google, if you do you will see that a laser remains very powerful even at a distance.
Autopilot is like a more advanced version of cruise control in cars. It maintains altitude and level through PID controllers. The pilot doesn't have to be i full control every moment when autopilot is enabled.
