People in this thread don't realize Application has been shortened to App before either Apple or Microsoft were companies.
It's relevant because Windows 10 doesn't have limited GUI real-estate like that framework did or smartphones do, so calling programs apps, not even applications, is nonsensical and made to further dumb down computing by calling everything an "app".
The only distinction that's relevant here is applications and system software.
What is dumb is that they're calling things like "PC Settings" an application when it is clearly system software.
Spoilers, though, most of things people think of when you say the word "app" actually are applications.

Why is the settings 'app' still a separate entity to control panel? There is no good reason whatsoever for them both to exist, and in win 8 at least I've found there are things that each can do that the other can't which is very annoying. The biggest flaw with 8 in my view was how it seemed like two entirely separate user interfaces, they've gone some way to repairing that in 10 but it looks like they're not all the way there yet.

Feature is what's included into a program or an app. Like, program can rename files with regex. Renaming is a feature.
