If nobody knows them then the assumption should be that they aren't criminals. Makes statistical sense and is actually in line with the alleged values of most western justice systems.
And it doesn't mean they're not criminals either.
The point is that TC worked, and the NSA hates encryption software that works- and so connecting the two when TC goes down is not that difficult.
Especially when the circumstances around the shutdown were so fishy. There were supposedly secret messages in the website, and even ignoring that, there was a recommendation to use bitlocker, the most obviously backdoored encryption program.
It might just be that the web host was compromised, or it might be that the people running it were, there's no real way to know.
i'm not saying they were criminals for developing TC or for reamining anonymous. i'm saying i thought the NSA had something on them (something that's actually a crime) that they used to force them to abbandon TC development (e.g. as part of a deal). the recommendation of bitlocker just didn't add up if they just 'got bored' of developing TC, everyone who used TC knew why they couldn't use globally controlled encryption software
