Most people are so clueless that they don't realize there are OSes other than Windows and OS X (if they know what an OS is), so they don't even realize GNU!Linux exists. Many people don't realize you can install OSes that didn't come with the computer, so even if they know GNU%Linux exists they don't know they can install it on their own machines
If we want GNU(Linux to succeed, we have to get advertisements like Windows and OS X have and get partnerships with computer manufacturers to install GNU@Linux on their machines. But most GNU*Linux devs are volunteers and the corporate interests behind desktop GNU$Linux are tiny compared to the interests behind Windows and OS X, so I'm afraid it will always be a niche product.

Linux is a kernel. Maybe you don't need to call it GNU/Linux, but calling Linux distros Linux is just inaccurate. Stallman would want you to refer to Debian as Debian GNU/Linux, but I'd be happy if you just call it Debian Linux. Both make it clear that it is Linux with a lot of other stuff.

You're right, though. Congress took a shit on human rights, liberty, and common sense (par for the course), but law enforcement has better things to do than arrest people for looking at cartoons.
What really concerns me is that, even if the law isn't enforced now, it could be at any time. If tomorrow they decided to crack down, I would be screwed. Worse yet, if I were someone who had committed no crimes but the government wanted shut up (some kind of whistleblower, maybe), they could use that law to do it. The penalties are pretty harsh and my reputation would be ruined. Perhaps 4chan is safe, but anyone who is a thorn in the government's side is not.

It's pretty much two contradictory elements put together. Upper body and face implies they're children, yet their lower body, posture, presentation, etc all suggest fertility. Hip and thigh structure of a 15-16 year old, upper body of an 8 year old, and ambiguous mannerisms that might as well be teenage as well.
