Probably mostly due to the social and governmental structures. Events like the black plague essentially destroyed feudalism, and set up the path for the industrial revolution. This in turn allowed for creative disruption by inventors and innovators, allowing for a flourish of scientific and social progress (in the poverty to middle class sense).

Europe is an arbitrary region. The accomplishments of Europe were actually the accomplishment of three different civilizations; the Greco-Romans, the Byzantines/Orthodoxy, and the West, plus there were also accomplishments by others like the Vinča culture. You've basically just drawn a line around these civilizations and act like they were all one thing, even though they were different cultures in different regions. It makes as much sense as drawing a line around the Middle East, India, and China, calling it all 'Asia', and asking why Asians accomplished so much. It makes no sense to treat the Greeks as if they were closer to Brits than to the Middle East. True, Greco-Roman culture became the basis behind Western and Orthodox civilizations, but it was also the basis behind Islamic civilization, and it was itself based on Egyptian and Mesopotamian civilizations.
Basically, Europe is not one thing, and talking about European accomplishments makes as much sense as talking about Asian ones.

Read English philosopher John Gray for criticisms on Enlightenment era thought. It did kick Europe into high gear, true, but it has led to unprecedented also, like insane population growth and damaging ecosystems to the point of creating feedback loops increasing climate change and other issues.
We need another era that fixes the issues in such thought.
We won't know until 50-100 yrs. If the oceans die and so forth and that affects us in negative ways, then maybe the anarcho-primitivists were right? We're at a point where we need to start realistically analyzing the damaging effects of modernity in post-industrial capitalist setting, and what can realistically or foreseeable be done to fix it.

People who seek fortune will gather at places with momentum and prestige, whether it means something as basic as agriculture (good lands) or more advanced civilizations and culture (established kingdoms). The centres might shift because of reasons but the logic remains.
A large population centered around a handful of great plains very close to one another, with an economy that focused on trading the production surplus of the countryside rather than a string of trade depots with an undeveloped hinterland and huge urban centers based around Roman style munificence instead of industry.

And this is why nothing will change unless people are threatened to. We will basically kill the planet for unlimited economic growth and when the planet goes we will go with it. Also scientists are expecting ecological refugees to stream into europe in the future that will pale the current refugee crisis in comparison.

There's no doubt that the Middle East had a great culture, but not enough is really known about the past to say for definite if culture spread from East to West, as you suppose or in the opposite direction, which is has precedent in the recent past and is just far more likely.
