Not even remotely. Soviets were already waging strong counterattacks in July of 41. They stopped German advance to Moscow in late 41, and launched counterattacks in that winter. All of this was before lend-lease.
Of course lend-lease helped the Red Army tremendously, especially in the two areas where it was especially lacking: radio and trucks.

Vargas got in power through a coup d'etat, so he was kind of a Dictator. Although he was, unarguably, a fan of Fascism, he never tried nor applied Fascism in Brazil. He was actually a pretty good leader and first led Brazil from 1930 to 1945.
When pressured to enter WWII, he was probably gonna enter the war with Axis for his fascist tendencies, two things changed this:
Germany offered money to Brazil and protection against Communism (which Vargas hated), then the US came in and offered like, TRIPLE of the amount Germany offered.
Second thing: a German submarine sank a Brazilian boat full of civilians in a mistaken act.
So, we went to war against the Axis, sending around 25000 men to Italy.
Vargas got out of power and in the elections in the 50's the got elected democratically (just so you notice that he really wasn't that bad of a guy).
He is responsible for great labor laws in Brazil, minimum wage, for major success in the campaign in Italy, the start of industrialization in Brazil and for minimizing the effects of the Great Depression in the 30's pretty well.
