A .ts file is a transport stream. An uncompressed (or, well, compressed, but losslessly) TV recording or DVD/BD dump. MPEG codec.

Most high-quelity anime fansubs have encoders who run debanding passes and shit. That does improve the video quality of the original raw, specially when the original raw is an uncompressed source, like a .ts. But even if it's a reencode from something already compressed (which is what you do. Not encoding) and thus destructive, depending on how horrible is the already compressed source, it can still be improved with the correct filters.
