Learn about vaporwave (can be any sub-genre), is one of the first steps to make they MAYBE venture outside radio. Even if they dont venture outside radio, they will be sort of closer to that state, by discovering new ways music can be done, new themes.....

Have the artists who were name dropped actually been solicited about this? Because $20,000 seems like an incredibly low number if they are really being compensated and having lodging accommodations.

iirc like 99% of them are just going to stream it, because 20k wouldn't even cover the flight and lodging costs for them all. It'll basically be SPF 420, but streamed for the 3 people who live in Scranton.
There is no way they can bring all those people to Scranton and book the space for $20,000. That is why I think the person who has arranged this is either seriously underestimating the cost and/or hasn't solicited any of the artists.

Yup. It's probably just someone who lives in Scranton thinking they had a brilliant idea. Those people who put the money down know their is no risk for actually having to pay it. Ultimately, trying to make an internet-based music festival using a public space and no actual business plan is a recipe for failure.

i dont agree with the idea of a live vaporwave show. it just isnt the kind of genre to me that you go and watch someone on stage perform. it should be centered on the aesthetic.
also dont really like the shadyness of the event, the location, the fact that all of the artists are maybes and the only alluring thing about the show is the stretch goal
I'd bet they haven't even worked it out with him, because if he's putting his reputation on something as shady as this, I wouldn't at all be surprised if he didn't want to charge more.
