Not really. P5 (especially that era) were more of a '90s Shibuya-Kei group. City Pop is more aligned with the sort of stuff in this thread.
vaporwave 'borrows' quite heavily from the sort of stuff I've found.
Also I recently listened to Miki Matsubara's Pocket Park and it was lovely!
