My dad slipped while climbing a regular spiked fence when I was a kid - ended up with like 50 stitches or something like that in a big Y shape. Bad news. Imagine if it had been one of those nasty fuckers in teh OP.

Most palisade fences are riveted rather than welded, so all you need to do is force two slats at the bottom until they pop off then spread apart and your through. The benefit is it's not easily noticeable unless the fence is checked.
Just don't get caught in the act as in the UK you are likely to be charged with breaking and entering. Also stash the tools you use to pry the fence near by rather than on your person. That way if you are caught then you can't be done for going equipped.

Depending on where you are, you can find some shit that makes climbing fences a joke, we found found a length of rope that we just threw over the top.
