No. All members must "come to its aid." This aid is specifically NOT required to be military in nature.
And if Turkey openly violates an international treaty and unilaterally closes the Straights, there would be at least a strong argument that they were the aggressor, in which case the NATO collective self-defense provisions wouldn't apply anyway.
