When the cop asked for his license, which is pretty fucking standard, the young man kept breaking the law by not showing his license and instead interrupted a very simple process. At most, he would have just said he didn't have his license and the police officer would then have to give him a ticket for it. No, most states just give you a fix it ticket and you have to show up to court within 30 days and prove you have a valid driver's license, or the cop just asks for your SSN and has dispatch look it up, a minor submisdemeanor infraction doesn't given them the right to yank you out of the car into the road and execute you on the street.
I felt like the cop showed a lot of restraint while dealing with that asshole. You cannot give people the benefit of the doubt when your life could be in danger. You probably won't get a ticket but they'll use it as pretext to make sure you're not driving under the influence. Some states also deal with what happens from there differently; AFAIK, you can decline to take a breath test in some states and just automatically decline your driving privileges for several months.
We also need licenses to drive, and in some states, there are other requirements such as having insurance and such. If you don't have those when you're pulled over then you're fined or arrested.
So gist of it is there is a ton of supervision.

Firstly the cop did not taze the kid immediately upon stopping the vehicle, he only did it after the little shit decided to be mr. macho and not comply with any request whatsoever.

Not a daily class, but once a week every other month a couple of cops would have the assembly room while different class rooms cycled through and learned various policing and legal stuff and once a year the entire auditorium would be used for slides of dead gang members and overdosed drug users.
Even if the cop pulled him over for no reason at all, it doesn't change the fact that the driver attacked him and the cop defended himself. At most, he's guilty of performing an illegal stop, nothing related to the shooting was illegal or even against protocol.

Eitherway he's already pulled over. The worst thing you can do is escalate things. If he had drivers license, insurance and permission he would've probably would just gotten a warning or whatever and be on his way. He could've later filed a complaint if he so derised.
