as far as I know his and lit are only for discussion philosophical works or specific philosophers but in both boards a thread like the before mentioned one would be OT, or is it okay to post a thread like that there?

I would say /his/ is too new to worry about board culture. It says it's the philosophy board, philosophy threads should go there.
Threads like you mention get posted in /x/, but please don't post them there it's one of the many things wrong with that board.
When are we going to have a /b/2? I mean, there are already about 4 "/b/"s, but none of them really serves /b/'s purpose. [s4s] is the forced memes shitposting land, /r9k/ is the frogposter hugbox containment board, /trash/ is a fetish dump board and the actual /b/ has been totally unusable for about 4/5 years. I'm pretty sure not the only one who wants a real random board.

If the problem with sound in WebMs is that they are guaranteed to create screamers, why not add counter-measures specifically against this?
There could be a volume limit that checks the decoded audio for excessive clipping, and there could be a warning on thumbnails on any video with audio.
It's not like people can't post screamers on the two gif boards anyway.

Man, it's an image board. Webm uploads were made to look like standard images on purpose. And it could actually be even better integrated by removing the seeker/player bar completely.
Webm with sound only makes sense on /tv/.

It's been declining since basically day 1. At first there was only /a/ but off topic non-weeb posts quickly made the majority of the board thus moot created /b/ and weebs have been a shrinking minority ever since.

If anything, I've seen quite the reverse recently.
Both /tv/ and /k/ have frequent anime related or anime-ish threads, whilst in the last couple of years that was fairly non-existent.
