In this case, yeah. But it's a flawed blanket rule. Say you're playing against a team whose home kit is blue and your away kit is also blue. You should wear your home or third kit in that case.
What's most likely happened in this case is that Arsenal just didn't pack the away kit for the youth. Kit oversights happen all the time, like when we had to play with our home top but away shorts vs. Fenerbahce because the home ones clashed with theirs.
