Well there are some that you could that way through the markings and mutations, but it's not a sure thing that all cultists have them. In fact I think that only a very small number could be identified that way.
S’up /tg/, so I have a story to share about a D&D session with the kids at my work yesterday.
I was so god damn tired by the time we were starting our session, that I let one of the more creative kids take over GM’ing for today’s session. I was really gambling with the dice giving that kid the responsibility, but he did not disappoint.
So there were three of us. GM Kid, a chaotic stupid halfling druid (I don’t even use the alignment system with the kids and this kid still rolls as chaotic neutral), and my warforged cleric who’s mute.

Internally I went into panic mode. This was the reason why I maintained being Forever GM with the kids, because they all can easily go from zero to complete asshole in one second and I use my role as GM to guide them to make better choices, or give them consequences for their stupidity. We drew out the tiny, mouse people sized court room, the defense table too small for my warforged cleric to really sit at. The chaotic stupid druid kid was stuffed in a hanging cage, sapped of his abilities through a potion. We skipped the arraignment all that other bullshit and went straight for the trial.
As GM Kid, started setting up who was who of the court. Druid Kid and I found out that the Judge was the Mouse King and the bailiff was his daughter. “Dude,” I whispered to the Druid Kid “I think we’re going to have to seek a plea bargain, since the person you attacked IS THE JUDGE.”
The Druid Kid was charged with two things: 1. Property Damage 2.Attempted assault against the crown
If found guilty of property damage (which apparently happened, because the Thunderwave Spell hit a guard tower), he would be fined for 60,000 blocks of cheese.
If found guilty of attempted assault against the crown, he would face 16 cats in prison. I thought the GM Kid meant cat lives or something, but he literally meant cats, 16 very angry cats. He started explaining to us how the cat prison system works, but he started losing me on the finer details.
After a discussion of how court proceedings worked, we brought to the stand the first witness, The Great Mouse Wizard of Fucking Yo Shit Up. The Mouse DA asked the Wizard to recount what had happened and why he felt it necessary to subdue the Druid. “He casted an offensive spell against the person of the highest standing within our society” was the witnesses key point.
I had no idea how I was going to present my defense. Do I stick with a not guilty and question the authority of the witnesses? How the fuck am I supposed to discredit the fucking wizard of fucking yo shit up? Do I switch to a plea of insanity? Is that a viable route? Wait no, I’ll make some shit up about use being sent on a quest by another king.

The spell that allows them to affect the beastfolk is the closest we have come. Of those that emerge alive, one-half are insane, and the remainder are usually deformed, or damaged in some way. A tiny handful of stable Primals and Chronos have been created, and each one that we made was quickly taken by the forces of the King.”
“What is he doing with them?” you wonder aloud. Your mind is working through the description he's given you of what he's done. You think you could find a way to corrupt even the two most powerful activation chambers, maybe. Although if you fail, you'll most likely break them irreparably.
“I do not know My Lady” answers Lorkua, even though the question wasn't addressed to him.
You suppose that you'll find that out another day “who do you report to?” you ask Lorkua.
“The Lord Ialos” he responds. You look to Kaelyn, you're not an expert on the fae nobility.
“One of the generals” says Kaelyn “known to be corrupt, lazy and a coward, but a capable administrator, he'll report to a higher-ranking general, who will answer to the General Staff, who answer to the King.”
Ok, so at least its not Kae's father himself.
“What else are you are the fae here?” you ask “I mean, besides making beastmen?”
Lorkua gives a small shrug “going through the facilities records for anything of note” he says “assessing this locations viability as a military base – it still has some manufactories in good order and might even be used to build power armour suits and other weapons.”
“Any spaceships?” you ask him, thinking of what you saw in his mind.
His brow furrows “No” he says “building those is beyond this place” then his eyes go wide in understanding “ah you mean arcane ships, yes, with a little encouragement, we might be able to get the more powerful beastfolk psychics to create Arcane Ships.”
“What are Arcane Ships?” you ask him.
He gives you a rather condescending smile “something like a spaceship” he explains “but alive, made from a living thing, and so much more capable than a clumsy mess of wires and metal.”

For reasons known only to yourself, you accepted the job, maybe it was for money, maybe action hell maybe just because you had nothing else to do, no matter what the reason was you now found yourself standing outside The Last Drop.
The quiet pattering of rain on your armour vanishes as you as you make your way inside, pausing to look around at the quiet establishment. The recent civil has clearly taking its toll on the normally bustling bar’s patronage if the small number of pilots sitting alone in corners is any indication. Noticing you enter the barkeeper nods as you approach the counter and leaning over the bartop you ask him about your mutual friend. He shows little indication that heheard you, instead he continues cleaning the glass he’s holding for a second before putting it down and heading to a side door, indicating for you to follow him.
As you exit the main bar you find yourself at the top of a flight of stairs, following the man down he leads you through a series of tunnels, every so often you pass an open door with glances inside revealing booze, ammo and what look like dormitories before you reach a large hanger like room.
You wait in the bay for around half an hour as a few other pilots arrive and join the slowly assembling squad, eventually you hear the sound of someone clearing their throat and turn around to investigate, instead of the usual unmarked light or mesh favoured by Hanse you find yourself staring at an unsuited man sitting behind a small desk.Once he is sure he has everyone’s attention the man pulls out a small file and begins the briefing.

There will also be a “take 10” system in effect for this mission. On non-stressful situations(if you can find them), you can automatically be 30 away from target, and roll a d20 to modify it closer to ‘target’. Taking 10 will make it easier to succeed in most cases(easy rolls will be pretty much impossible to fail even), but you cannot use it for dodging, attacking, while being attacked, or if the action would end up putting you through danger.
