Gandalf says Saruman could challenge Sauron if he had the ring in the books, so I guess it's possible for an Istari (wizard) to become powerful enough to win. In that case they would just take Sauron's place as the main manifestation of evil in Arda, just like how Sauron rose to that position after Morgoth's banishment.
