Because open world isn't designed with an end goal in mind, they exist for pure player agency. Comparatively, linear games are designed to lead the player along a path between setpieces, with less agency but a more tailored experience.
I won't argue that Skyrim is better than Dark Messiah, but I will argue that each was focused on different objectives.
