Many game developers made the original sprite art and backgrounds much bigger than the base resolution. For example, Vanillaware said their base art assets for Odin Sphere and Muramasa are much larger than 1080p. Which means we could get a 1080p (or even larger resolution) remake someday.

Depends. They probably don't load the 1080p+ sprites into memory, that's a huge waste. They're probably compressed and scaled down before placed on the screen, and if you played the theoretical 1080p version, that compression step wouldn't be included.
It means that the base images they used are much bigger than what would fit in a 1080p resolution.
For example, say one of their character sprites is actually 3840 x 2160. Then they are actually lowering the size of that model by 50% to get it to fit into 1080p.
In simplest terms, it just means they can make a port of the same game in 1080p without any upscaling loss.
