Mix of Oblivion and Morrowind would be the best. Throw in some Gothic elements like a good world, interesting npc's, stuff hidden for people who like to explore...
There is a mod for oblivion called Nehrim. It is a total overhaul, so you'll need a clean oblivion install (or just install it again elsewhere). The voice acting is in german but the rest is in english, even the subtitles. Anyway this mod basically explores more roleplaying by adding weapon and armor smithing, mining and all that stuff. It is also a new world with new lore that is actually pretty cool. Go see some videos of it I thing that you'll see if you like it or not.

Winterhold because it's a nice snowy, cold town where no one bothers you.

The three times I visited that place had a dragon guaranteed every single time, and it took ages to keep everyone alive every time.
The entire world was so well crafted in this game, and the pre-rendered backgrounds add a lot to the charm
Home from Legend Of Mana, it's got everything from a library and stables to workshops and a huge talking tree that grows fruit for you.
It's also within walking distance of the town of Domina, no matter how you arrange your map.
Shadowprey Village in Desolace, where I left my character when I stopped playing Wow. I'm sure he's still there, fishing and chilling all day long

Not necessarily. I tried to burn some old carpets before and some of them simply wouldn't catch fire. They felt kinda greasy, but I have no idea why they wouldn't burn. I had to dig them out of the ashes and find another way to get rid of them.
