You can change the store's currency temporarily if you have all the right credentials for another country.

OP I live in Japan and do a ton of PC gaming. For Steam you can purchase keys from sites and redeem them, works fine, I did this for Alien Isolation on release day and I've had no problems. For others just use a proxy, or get a friend to sign into your account back home and purchase them, being doing this for 2 years and it works fine.
For PC parts themselves there are some good smaller sites out there that offer nicely competitive prices. I got my GTX 980 on release day for 69,000, which is actually way cheaper than what I'd have paid back in the UK for it. Try here out http://www.nexus-pc.jp/
