Why is this game so universally revered? XCOM is better than it in almost every way.

Simpler gameplay yet addicting just because you can freely move rather than just clicking tiles, also XCOM has just too much luck factors. I've lost missions for missing more than 6 times in a row to an 80% chance to hit enemy. I'm sure some have better luck than others so they enjoy it, but for the rest it's just paint the ass. In Valkyria at least when you lose you don't have base your strategy on odds again.

VC managed to streamline a lot of the bullshit that has plagued srpgs for decades. Game has its issues like overpowered orders and the entire ranking system, but it at least tried to do something different than rely entirely on rng and grinding like most of these games do.

I mean, I love me some SRPGs, but seriously fuck trying to level up healers/lower level units in that game. I will take leveling classes with post battle exp every fucking time.

I feel like most of that is related to the rank system. They really should have made there be no incentive to rush the levels, it exposes how the game is nothing but capture the flag most of the time.

The game IS predominantly a VN, which has never been my thing.
It's not just that, it's the general game and level design. It's obvious that all the levels are designed to be beaten in a specific way, and AI is completely scripted and railroaded (best example is that tank boss mission, if you played it before and know that the reinforcements with that lance bitch will come, you can just block the downwards ramp with your tank and block them off completely, they don't even try to find other paths), and most levels are fairly small with obviously placed sniper spots and flanking routes.
Dude it's short as fuck, some events are just a couple of minutes like Cornelia's kidnapping, compare that with trying to make 2 entire episodes for the anime based on that event. It's no wonder they lacked material to make an anime in the first place.

For me it's all about the setting. I loved the setting in this game. The story was alright if cheesy but the setting was great.
This is coming from a /k/ommando so maybe I'm just biased, but the whole "tiny neutral nation gets invaded and you play as a small squad of a militia with a tank and wreck shit to reclaim your home" was fantastic.

considering the vast majority of missions require you to take the enemy base at the end of the map or defeat all the units on the map. yes. movement penalties will pretty much halt any progress with that after 3 turns.

Honestly OP, XCOM is a better game and I think most people wouldn't dispute that, but Valkyria Chronicles offers some interesting ideas before bowing out and becoming shit as a series.
The main thing VC has to offer is immersion. At least to some extent. Every character in your army has their own unique back story and personality, it's not a big background and the personalities are sort of 2D, but the fact they exist at all for what would normally be generic soldiers is something I would have loved to see in other games. You care when your assault dies.
After that the setting is alright. Alternate history WW2 with minor tank porn, the art style is pretty consistent throughout and is sort of comfy. It feels like someone put a lot of heart into making the game basically.
That said, the story is kind of childish and you do feel like you are playing one of your Japanese animes. Plenty of waifus and husbandos to go around and all that shit. The actual gameplay can be frustrating at times and it's not without it's problems.
I think people mainly like VC because if you let it, you grow an attachment to your army. In XCOM you grow attached to soldiers though their actions, in VC you fall in love with your characters because you see more of their personalities as you play with them and their skills proc.
Characters were fun, it was a simple design and the controls were decent, in the fact that if you wanted to go there and do a thing, it happened.
Honestly I felt that the game was a tad easy once you understood the sight distance and class strengths, but I enjoyed it, and likely others did for the whole anime setting and being the first of its kind using said setting.

I'm not mad at it or think it's shit, I put plenty of hours into it and loved the game. There are just a ton of things wrong with it.

VC is far from a perfect game and the mission scoring sort of encourages you to rush through and abuse mechanics. I would have liked it if there were more maps that weren't gimmicks.
Still, I think VC was a game worth playing. I played it on PS3 so I couldn't really comment on the PC version. I guess taking a step back from a superior game might be jarring. Don't play if you hate anime shit I guess.

Because its fucking great? I only played it once it reached the Steam store and I really enjoyed my time with it.
I also enjoyed XCOM a lot and Long War is a fucking autistic mod but one that greatly lengthens the playability of the game.

I fucking loved it. First time through is a very fun experience and also challenging.
I did go into NG+ about halfway through, but once you discover the power of Orders and Scouts it just becomes a tad too easy and the story isn't really something I would watch twice in a row.
I still want to get A rank on every mission though. I had some C's and D's on my first way through at about the halfway point of the game because I was just going slow and taking my time. Towards the end I got the hang of it and even managed to get A in the last bossfights.
I have twice the amount of hours in XCOM, but I honestly would say that Valkyria was a more memorable experience.

Yeah the fact that the game is so heavily balanced towards Scout rush is pretty meh but on the first time through it shouldn't matter too much.
Basically every class except Scout is useless once you realize how to play the game. They can even take out the heaviest tanks with an Order on them.
the plot is SO bad and cliched it's unimaginable. For all the shitposting that happened back when the game came out, I do not know how I went so long on /v/ without ever learning this. Cutscenes are almost embarrassing to watch at times with how hamfisted everything is.
The core gameplay is novel and interesting though, and the characters and voice acting is charming. That's good enough for the japanophile audience, I assume.

Gameplay was deeper, much more balanced, more useful and varied classes and weapons, better characters, better writing, the game was longer, had lots of different objectives even 70 hours into the game, better designs and main characters, and it still looked pretty good.
The design work was spread between several artists, but Raita was the main one in charge of the main cast of the game. No doubt he helped with other parts though. The artbook specifies that his older non-H art inspired the Marmota and Batomys, but most of the commentary on mechanical/uniforms is by another artist.
It's less luck-based.

People hate VC2 because of the graphics, the high school setting, and because the protagonist is an unlikable shit with an annoying laugh. The gameplay is superior though.
VC3 fixes every problem with 2 except for the graphics.
