Zarya is an active duty soldier. Her long hair, her ridiculous pink hair dye, and her liberal usage of makeup would never be tolerated in active duty.
Say, Lightning, on the other hand, is a part of the reserves. It is clear that pink is her natural hair color (this being the FF13 world where everything is fucking weird). It is also clear that the reserve's rules for soldiers have fallen into disarray, waiting for an invasion that most people doubt will ever come. In addition, Lightning wears no makeup.
For Zarya, nothing is explained. In any functioning army, real or fictional, Zarya would have a small ponytail without hair dye at best.
This is completely discounting any ulterior motive for Zarya's design. I think that Blizzard went down a diversity checklist as they were designing her. I despise that kind of design.

Lightning's pink hair isn't dyed and obnoxiously bright like the Overwatch character's. It's her natural hair color. While it appears bright pink in that picture in-game it's usually a duller. The Overwatch character is obviously using her dyed hair color and style as a statement, as a "look at me, everyone!"

Japan uses hair color to give a visual re-enforcement of a characters personality, much like the hairstyle does.
In the case of Zarya, her hair color and hairstyle seem to have little to no coherence with her personality. It looks the way it does so the player doesn't mistaking take them for a male and to drive home the idea of "diversity". Hair dying and styling like Zarya's takes way too much time and effort. A gruff, beeftank type character would be better suited with a buzzcut or some other low-maintainince look.
So yea, its okay when Japan does it.

People are probably legitimately annoyed that Zarya is on stated record as a positive nod towards the moral left who insist Blizzard's work is motivated by Patriarchy Satan. However, Blizzard said that to stoke controversy and get notice for Overwatch, which was probably going to die on the launch pad without some kind of notice.
