Can't speak for the MCC as I don't have an Xbone yet, but I'm very happy with what they did with Halo 4. I'd rate it as the second best Halo campaign-wise.
If anything's killing the franchise, it's the insufferable, loud, neckbeard minority among Halo fans that only started playing Halo after Halo 2 and 3. They bemoan the slightest of deviations from those games and any scent of innovation in the franchise is snuffed out by those perpetual moaners, who seem to think it's still 2007.
Fans like that make it hard for any franchise to stay relevant. Taking them into account, I think 343i are doing a pretty good job given the circumstances.

Times change. People get bored of playing Halo 2 over and over. This is before you consider the fact that CoD4 broke the monopoly the Halo series had on console multiplayer. Halo has more competition now, it has to adapt to keep people's attention.
I, for one, was pretty much ready to abandon the series a year or two after Reach. Felt it had run its course. Halo 4 revived my interest for a short while (even if MP got stale quickly and the population fell once the next CoD was released), so I'm currently giving the series the benefit of the doubt to see if 5 can turn things around proper.
The criticism of Steitzer's lines I can understand. They're a bit OTT. As regards aesthetics, that's an opinion I don't really share, but I can't really dispute it because it's just that - an opinion. H4 did its best with ageing hardware (hence the Abrams-level lens flare), so again I'm giving 343i the benefit of the doubt till H5 (disregarding the 720p, extremely early beta).
Anyhow, I wasn't referring to the visuals of the cutscenes of 3 (and 2), I was referring to the god-awful writing. Feels like it was written by a 13 year old. 4 was actually quite well-written and didn't feel like it was constantly trying to 'out-epic' itself like 3 did.

H4 existed in a different universe to 2 and 3. H2 had virtually no competitors. Granted, H3 had CoD4, but at the time CoD had virtually no momentum as a series and Halo was a strong, established franchise. CoD was living in a Halo world in 2007. In 2012, Halo was living in a CoD/BF world.

I agree actually, but remember this started with Reach. Like dual-wielding in 2 and 3 and equipment in 3, the franchise is better off without it. Loadouts were a failed experiment.

I played H4 with fishstick because it was irritating having all FPS having a similar basic control scheme (LT - scope/sights, RT fire etc) and having to rewire my muscle memory when I put H4 into the machine.
Aesthetics are aesthetics. I couldn't care less if they animate it the old way or the H5G way, as long as it's functional/functions the same.

Lot of personal opinions here.
I'd dispute the charge that 4's writing was cringey the most out of all that. The the prologue and epilogue were excellent, the Chief/Cortana interactions and story arc was excellent, the Chief actually had some substantive character development this time round... it felt more natural, mature, and not trapped between overly melodramatic and 'omg so badass' constantly like 3 did. Mo-cap'd animations also helped a lot storytelling-wise.
I don't understand why you defend the writing of 2/3 vis-à-vis 4. There were a lot of horrid lines in 3 in particular, including pretty much everything out of Halo 3 Truth (who might as well be a different character entirely to 2 Truth, even beyond the Terence Stamp VO), Rtas Vadum, Miranda Keyes and the decidedly hit-and-miss Arbiter (though David's ever-superb delivery did a lot to neutralise them).

I've already adressed this I'm pretty sure, but Halo isn't the only series out there anymore. There was a fuckton more competition for 4 than there was for 2/3. It was always going to have to deal with a more fickle consumer base.

I honestly don't know enough about this to argue about its minutiae. I read somewhere that there's a difference between how the population count is generate in 3 vs. Reach vs. 4.
Regardless, I'd argue the difference between populations isn't as relevant once you get down to 4-digit numbers - i.e. if it were Halo Reach 200k, Halo 3 100k and Halo 4 <10k, it would say a lot more than all three being sub-10k. The latter just says there's not a whole lot of people interested in Halo MP of any flavour anymore.

Did they fix the MCC yet? I haven't played it since launch. Once it works / if it's working right now, I'm fucking set for life. That's the only Halo I'll ever need.
Playing the Halo 5 Beta and looking at where they took the books cemented for me the fact that 343 really has no idea what makes Halo good. And that's okay I suppose. The series was good while it lasted.
