while this is pretty much true it's not the reason.
It Snake Pliskin from Escape from New York, watch the movie after playing MGS1 and you'll see what I mean.

It was done purposely to mark something as important to the player. Because Kojima wrote so much exposition, he found that early play testers we're forgetting the important terms used. By having Snake repeat the word, players were found to remember the terms more often.

I see you're using the quoting function. Besides is common use to retype someone's message along with the post number, you can also use it to bait an enemy poster, or even stir a distraction.
It might not be as effective as the spoiler function, but certain areas of the Big Shell are not affected by it.
