There's something about steampunk (and also doctor who) that in my opinion sucks the dignity out of life. I wish i could audibilize it better, but there it is. I like the idea of steam punk in theory, but no one really puts in the effort to actually get the ideologies that need to be there for it to actually work, and instead it just becomes hollow. At best it becomes something like steam boy, where it's really beautiful to look at, but not much to think about, at worst it's "let's glue some gears on it and call it steam punk"
When do you think we'll get games with fully mapped cities or even countries, sort of like GTA but detailed so much that you can go into any skyrise and go into any room and it's not all copy and pasted shit?
Surely that would take forever to make, but it's possible. Do you think we'll have games like that in 15 years?

The issue is purely a matter of content generation.
You can automate it and introduce randomness, but it'll still be dependent upon how many factors your procedural generator can use.
Which is to say, the technology and means to do what you want exist already, and have for some time. It's purely a matter of investment; it's simply too costly for little return, and too expensive to do on consoles.
