.rpf files are strongly encrypted, and there's not a single way to access them or do anything worth a shit whatsoever (except watching their content on some of them woop da fucking doo).
Since these files contain 99.99 % of what you see in GTA V (sounds, textures, you name it) there's virtually NOTHING you, or anyone else, can do.
So yeah, enjoy that game for a couple of weeks or a month, you will ultimately get bored and there will NO new content and cool additions to come back for.

Usually, but not always, they involve hacking the console as well to bypass deliberate limitations. I don't think the current gen consoles have very much of this yet though...but I don't know, I don't own one.

Right, but making games directed isn't just for really idiotic players. It's also to avoid a situation where someone might actually not ENJOY the game.
Most AAA PC games aren't moddable aside from sweetfx and post processing stuff like that. Skyrim is the exception, not the rule.
Most of the time, it's a miracle if you can replace a single texture, and even if you do, it might still cause instability. Just look at Dark Souls: the game becomes a stuttering mess when you enable TexOverride in DSfix.
That kind of sucks for GTA, because its modding community is probably the biggest right after TES, but it was to be expected. Rockstar never promoted modding in their games, far from it.
People might eventually find a workaround, but if you bought GTA V and expected it to be fully moddable because some moron at PC gamer said so, then you're fucking dumb.

'I was wrong. Rockstar did everything to prevent modding of GTA5, so at this moment impossible to do anything via editing game files. All my buddies modders share the same opinion, that GTA is short living like any other game whithout mods, so i do not care about modding it unless:
1) modding will be possible by changes in future patches or when drm and encryption will be hacked.
2) when game will have stable patch which works for every player.

.rpf files are simply compressed archives.
They are very likely a well-known format with a different suffix.
All you'll need to to is unpack them, and GTA V _should_ run with an uncompressed filesystem, allowing you to mod the piss out of it as usual.
There are whole groups dedicated to identifying and building tools to decompress game data archives, and they are unstoppable. No game is unmoddable with enough dedication.
depends on the mod, but you swap out textures/animations/scripts in the game code. It's not very complicated normally, and you can rip code from other parts of the game. that's all you really need to know.

He had a hissy fit and has never made a version for GTA 4's later versions, and probably won't be coming back for GTA 5 because of this vendetta against Rockstar. Let me reiterate: The PS3 and 360 versions of the game were modded to hell and back, and those DO actively try to prevent mods. Why would the game be uncrackable on the best and most open platform of them all? Give it time, it's moddable but not yet. What one guy states isn't gospel.

The streets, no matter that it is pc version, are empty of people. The traffic is also empty and lifeless, I remember old games having ton of vehicles more, with each acting intelligently.
The whole environment might look nice, but the distances between some interest grabbing building, or about any building, are little, and most of those buildings only have a superficial flash to it, nothing happens there that could make you immerse more into it. How come Gta Sa, with its dated graphics, could capture each district of the city in different mood and atmosphere to it?

speaking as some who has played racing games and driven real cars for the entirety of his existance, I can say that GTAV's physical simulation of small vehicle dynamics is very accurate, but the cars are made to be easy to drive and there are "assists" like air control and some TC system that seems to vary depending on the car. Also, like GTA IV, all the normal cars are on shitty all-weather tires with poor high-speed performance.
The driving feels arcadey because it's designed to be fun and easy, but the vehicle physics themselves are solid as fuck.
An enterprising modder could very easily make it feel like a simulator.

Most of the reason the big devs don't do it is because when a game is made for console, it usually must be compressed. When the PC port is made, they usually don't rebuild the archives, saving time in the publishing process.
It's not about preventing modding, it's just a way to save money and time.

No, it's true. GTA IV's suspension modelling is simulator-tier, but the suspension values some cars were given were intentionally unrealistic either for gameplay or hilarity's sake. Modders have been able to adjust these values and the result is very realistic handling.
Also, the tire model for both 4 and 5 is very simplistic, but as it attempts to simulate American tires and roads, I find it fairly accurate.
tl;dr: a game can have an accurate physical simulation, but still not feel accurate without realistic values in that simulation.

It wasn't exactly realistic but it had depth, the physics were great, V's physics are lacking. They are not a good fit for the game in any sense. IV took literally 5 seconds to learn if you used your brain and the brake. IV's cars were much more unique-feeling, and more involving to drive. It wasn't challenging--it was involving. When you were in a chase, you had to focus on driving incredibly hard.
In V you can practically be asleep and still do well. The suspension is f*cked. The grip is f*cked. Every car feels the exact same besides speed. They turn corners like F1 cars, they stick to the road like glue, they fly over bumps without any response. They barely are connected to the road, they basically glide over it. They introduced a ton of new supercars and classic exotics but what's the damn point is they all handle the same?
Pc mods are a buzzword anyway, no pc games except the completely broken ones ever get any real mods. The autismal grandstrategy community makes some but other than that its just creepy skyrim dick mods.
