There are some alright armors.
There are some alright animations.
There are some alright character and monster designs.
What this means that that a lot of people on the teams aren't very good, but about 1/3 of the time they luck into something that works well.
That's 100% better track record than all the programmers and game system designers and producers approving things.

I liked the teaser, but that's all it was: a teaser. All flash no substance. W3 was a pretty good game, if they take what worked and fix what didn't then I'll buy Cyberpunk 2077. I'm leery of the game right now because:

I like their ambition but it has the habit of biting them in the ass. They almost went bankrupt twice. W3 has a weak final Act due to its open-world structure. HoS seems to show that they are learning though. I'll be keeping my eye on this.

But Video game's don't have the same production cycle as film or music or any of that shit. It doesn't make any sense to lay off programmers who might work on the game some more. Plus, i would imagine the pre-production team are the higher-ups trying to get the game greenlit. And I wouldn't imagine the game would get greenlit and then they would just hop on over to a different game. That makes no sense.
That image, while it does get several details correct, is bait because it attempts to justify bad business practices.
But truthfully they're not all the same people. For example, a concept artist might not be involved in drawing/modeling the characters they created the concepts for, and probably wouldn't be animating them either (this is of course excluding small-team productions where each team member fills multiple roles over the development cycle).

The teaser was also a recruitment ad. And they've got two teams, Red and Black, Red was responsible for Witcher and Black did pre-production for Cyberpunk. They pulled Black over to work on W3 but Black did work on Cyberpunk in the meantime.
The bit about the teaser being a recruitment ad was common knowledge not sure how you missed it. CDPR having two teams come from them talking about how W3's delays wouldn't affect CP2077 since they've got two separate teams. Obviously that turned out to not be true.

The VGX Trailer was first shown 9th of December 2013. At this time you could not pre-order the game.
Pre-orders for the game did not start untill the 5th Jun 2014.
The Sword of Destiny Trailer was first released on the 5th June 2014 at E3, the very same day pre-oreders for the game started.
Litterally seconds after the Sword of Destiny trailer was shown the first actual gameplay video was shown.
This is when pre-orders for the game began, before this point you could not buy the game.
Several other videos of gameplay were also shown over the course of E3 2014, all of them are combined in this video.
Several other videos have been released from June 2014 up until May 2015. They all show gameplay and show you exactly how the game looks.
Watch any of the videos released during April 27th 2015 onwards. The game looks the same now as it did when the first actual gameplay was shown on June 5th 2014 at E3.

Witcher, like pretty much ever RPG that isn't Dark Souls or Dragon's Dogma, isn't a game you play for gameplay. You play for the story. Some people hate games like that so they shit on Witcher. I've got no problem with that, different strokes for different folks and all that bs. I only get mad when people act like W3 isn't miles better than 1 or 2. 1 had absolute dogshit combat, fucking drowners everywhere, was mostly just a rehash of the Saga, and atrocious VA. 2's Witcher contracts were awful, gameplay was passable but alchemy was useless, and what saved it was the excellent story and PC exclusitivity until the late 360 port. With 3 the contracts got at least a little story, and there were quests that weren't just "follow the piss trail" like fucking with the Druid on Skellige.

I tend to agree, very few RPGs outside of turn based or strategy varieties have well thought out combat systems. Action RPGs have always struggled with how much action/twitch player input should matter versus the RPG mechanics and statistics of the actual character.

At some point, you have to go "fuck realism" to make a game 'fun'. It's like complaining MGSV "wormhole" tech isn't possible and it's stupid.
You have to let go on some things, the horse disappearing (just like it does on WoW, one of the most successful games of all time) isn't going to blow my mind. But if you go in rivers, you can swim across with the horse iirc, but you're a lot slower for doing it. You also can whistle and summon your horse from nowhere.
/v/ actually shitposted that Witcher 3 was shit cause it had instant travel. Despite it only being available when you unlocked a signpost and can only work if you use a signpost. I mean, one of the first mods was to make you able to fast travel from any place.
Liked is a pretty strong word. At best I'd say nobody was as disappointed with it as MGSV, or pissed off by it as much as Bloodborne, or FO4. But it certainly has its fair share of detractors.
People do seem genuinely hyped for 2077 though.
My point was, complaining about there being "nothing to do" in open world games is fucking stupid. As in real life, there would be no point in ever doing that kind of thing. Treasure and monsters don't exist, so exploring is pointless unless it's literally unexplored (and very few parts of Earth are unexplored).
In video games, there is at least something to explore for, bit it treasure or monsters to fight. But if it isn't 'open world', then it's a planned encounter that has been planned to be fought and there is no way of just stumbling onto it. As it's been planned. The buzzword is "emergent gameplay". For example, in Witcher 3, I went to go check out undiscovered locations, ended up running into two Wyverns. So I killed then. Went to bomb their nests and after the 2nd one blew, a Royal Wyvern attacked and I killed it. Turned out it was a contract I hadn't got.
Or running past a town with ghouls in it triggered a quest cause I just went exploring.
It isn't perfect, but it's at least interesting to find stuff by accident.
Witcher 3 is pretty much GOTY, and the only thing people really ever complain about is the combat system, which seems to be a ymmv issue. So yeah, I trust 'em.

As an overall experience it sure beat the fuck out whatever else I played in 2015. The combat gets way too much flak when it's okay-tier and while the design of it isn't that great it manages to make up for it with its storytelling and world.

Bethesda and EA don't hire people based on competence. They pay as low as they can - it's the "hip" thing in every western industry these days. And they get shit quality as a result. CDPR is forcing them to actually be competitive, but they simply don't have the talent or the will to pay for it.
And it's A LOT cheaper to pay for a smear campaign than it is to hire talent and compete.
GoG is also in direct competition with Steam/Valve, although I don't think they've financed any sort of smear campaign. Gaben seems the type to actually rise up to competition, rather than using dirty tricks to win.
Anyways, don't think Witcher 3 was the last of the shitflinging you're going to see around here. Every new CDPR game is going to get this treatment until Beth/EA have run them out of the industry and protected their profit margins from actual competition.

It might happen. It took them 3 games to get a half decent action RPG combat system done, and they still fell flat on interesting monster design/gameplay mechanics to keep things switched up and engaging.
Making a shooter isn't easy if you don't have experienced developers who understand shooters and know what pitfalls to avoid and what needs to be done to make it feel right. Take a look at the shooting mechanics with the Crossbow in Witcher 3. It's awful.
The second Half Life fell afoul of this issue too. A dev team who didn't look at other shooters for ideas, and didn't know how to actually make their own shooter. So it felt completely outdated even on release day.
So I can totally believe they'll fuck up the combat mechanics, simply because they don't have the experience to do it right.
In all honesty, if I were them, I'd actually try prototyping really simple combat systems and releasing them as free flash games wherever to judge reactions on some of their ideas, concepts and implementations. And focus a lot of time on looking at the more successful shooters and figuring out what they do correctly, and what they do incorrectly.
I could give them some insight, but it's not like they post on 4chan to solicit game dev info from anonymous shitposters like myself.

Nothing you have posted corresponds to this part of your post. There are no reasons that you have posted before this that would interfere with the development of 2077. At this point I can only assume you are copying and pasting this from jarbled mixed together documents, as it comes across as the ramblings of a schizophrenic otherwise.

Witcher 3's gameplay was decent. Shitposters around here usually can't justify their hate for it because - well, they're shitposting. They don't have any reasons. They're just hating to hate. (And in some cases, getting paid to shill)
But I can name a few actual problems:
1. There isn't enough feedback from the game on what you're doing or expecting. Monster attacks aren't always clearly telegraphed, and while that can be fine for some creatures (especially tough ones), a lot of combat felt pretty random until you memorized their specific reactions. Geralt's actions also don't feel completely right. Movement and attacks are too sloppy, and sometimes he ends up doing something you didn't really want him to do.
2. There weren't enough different encounter types / AI attacks / Movesets. There's only a couple differences between all the enemies in the game, and it makes them feel samey. More unique movesets with unique counters would have helped immensely. Especially stuff that requires using the witcher signs.
3. Balance is awful, particularly due to the leveling system. People don't want everything leveled to their level, but they also don't want to fight infinite hitpoint tanks if they step into the wrong place. They want the latter to be a challenge, but not an artificial challenge. The overpowered signs and potions were also pretty bad. Effectively allowing players to negate the combat mechanics entirely by just hosing everything down with fire.
Fundamentally, the combat mechanics they have are fine. Just needed more tweaking and a little extra content (mostly animations/movesets) to get it right.
