He sold movie rights back in the 90s and got burned by it (see the low budget TV series) and the rights have been floating in limbo between various companies since then until Platige bought them (Bagiński's company).
Game rights he literally gave away for free to CDPR since he was so fed up after the TV series he expected the game to be a massive failure and bomb too.
And when he later came to CDPR to negotiate a cut they told him to fuck off like the jews they are.
I think the books had sold like 2 million copies before the games, and before they had English translations.
So there's probably a sizeable fanbase.

I have no idea if there are English subtitles for it, but if you can get your hands on the show and are a fan of the books/games and can deal with cheap TV, go for it.
It is entirely watchable (given the above things are true). The movie is noticeably worse due to editing (basically cut from the series).
If you have no particular love for Witcher or cheapish production values fantasy then I advise to steer away.
