Modders are clever. Give 'em a set of limitations and- well, a handful of them will make magic happen, the rest will flood the market with memes and god-items.
But that handful will be breaking new ground for consoles. I might be PC master race but I'm excited as a gamer.
Should I buy a new laptop to run Fallout 4 or get an XBone? I've played all the Fallout games except for 1 and Tactics. I don't really game anymore but Fallout 4 has me hyped. This wouldn't even be a question if XBone didn't have mod capabilities. But since it will and I doubt I could find a laptop for under $400 that can run it I am at a crossroads on what to do.

Yeah you should never buy any system just for one game, no matter what the game. Just go with whatever you think you'd make the best use out of, but please don't buy a laptop for gaming.
This. And it's not even that much more expensive than a console. The 750ti beats the shit out of even the PS4 performance-wise and you could link it up to your TV to use it as a media center.

I should have prefaced it by saying I need a new laptop anyways. It wouldn't just be for gaming. If I buy a console though I can get a much cheaper laptop for work/internet purposes. My current laptop is good enough for New Vegas + 3 with plenty of mods on both. I am a very casual gamer at this point. Besides Fallout I occasionally mess around with Age of Empires HD and some games from the Total War series but that's about it. I see the utility of a console also because I could use it as a blu ray player/Netflix. But I can just as easily plug an HDMI into a new laptop for that too.
Will console mods really be garbage? Im not into the pervy stuff so I don't think the content restrictions will impact me at all. Im more concerned that the mods that fix shortcommings the game has, which almost certainly will be needed, won't be available if I get an XBone.
Too many unknowns. Based on your gaming preferences I'd say the laptop is a better bet, just because I can't imagine playing an RTS with a gamepad, but the kind of lappie you'd need to run FO4 is going to blow out your budget and be overkill for everything else you're doing. If those are your only options, the console is more practical, even if it ends up nothing but a very expensive media player.
But again, don't do shit until you're out of hype mode.

I had a Core 2 Quad 6600 @ 2.4Ghz, 4GB DDR2 and a 5770, recent games ran just fine. Not maxed out or on high settings, but medium at 1080p run great actually.
Should I go for a GTX 970 or R9 390? 390 is cheaper on my country mind you.

My memory is a little fuzzy, but that should be attributed to an imagespace modifier. There's a bunch of them, and what they do is create post-processing effects that get called up upon their respective triggers. If you can find that one, there should be a way to remove it or alter it in the GECK.

It's kind of like a give and take system. PCfags making mods for other PCfags, we make mods for each other or test for each other. Give feedback and so on.
But consolefags wouldn't be making any mods or doing any of the work. Hell, a lot of the mods that PCfags have to make are fixes to problems caused by consoles.

People freak out about it because most mods are shit, and a lot of people run with 100's of mods. Even at 99 cents each that's a few hundreds dollars, but that's just the mods you like. Not counting all the other mods you tried and didn't like.
The Quality of most mods just don't hold up to the standard of being paid DLC and there's no way to tell unless you take a dive and purchase it.
In the short time that Paid Modding was a thing people did run downs of the mods available and the "products" were atrocious. The fishing mod was hilariously buggy and broken, and when it did work it was fucking nothing. And I believe that one was like 7 dollars?
Modders aren't professionals and throwing money into the situation isn't going to increase the professionalism, it's going to increase the mentality for cheap knock offs and traps to make easy money. See: Mobile App stores.

I listened to their podcast with a few other dudes, I agree with his idea of doing a 'best of the community' on-disc mod pack for the GOTY edition or whatever. For folks with shit-tier internet, it would be a godsend.

You could try to strap a nice cooler onto it and push an overclock, but in the long term you would be better served with a new processor/mobo. If the memory is at least DDR3 you might be able to salvage that. Course, if you want to go cheap, the FX-8320 with a 970 mobo and 8 GB of DDR3 would only set you back about 300. If you find a refurbished or gently used board, you could throw a 212 Evo on top too at that price point.
It's a weird conversation to have. I believe that paid mods is the natural next step for the industry to take, and I ALSO believe that it will be a cancer that does irreparable damage to the community.
In its current state, modding self-selects for authentic creations. Most want to share with the community, some want to give to the community, a few keep it to themselves but they're still doing it out of a genuine interest.
Once there's a profit motive everything turns to shit. Horse armor. Charging two bucks for "better grass" that's literally a single-line ini tweak. Saturating the market with microtransactions, because it worked for apps and it worked for greenlight. Repackaging and releasing free mods. The entrepreneurs will drown the visionaries.
We'll always have modding guides and endorsements to help bring the cream to the top (uphill, thanks to vote fraud and puppet accounts), but we're losing another front me laddies.

NV main quests changed quite a bit depending on if you were with NCR, House, or Legion.
The only one that was copy paste was Yes Man, who was a mix of House missions + the kill House mission of NCR / Legion

NV was a game of quantity over quality, and it showed.
All of those choices didn't mean shit within the context of the game themselves, and it left each faction feeling totally unfulfilling.
I would rather have a higher quality, and more focused and fufilling narrative, over one with a million "choices" all of which amount to nothing.

NV had higher quantity and quality than 3. 3's quests were all worse and less memorable than NV, the weapon designs were worse, the uniques were just reskins with the same models etc.
This quantity over quality argument is silly because it comes up a lot and means nothing. Just because something is objectively superior in quantity, doesn't mean it's inferior in quality.
I would disagree, I found most of NV's quests to be terribly boring and less memorable then Fo3's.

Its a problem Obsidian has had forever, KOTOR 2, NWN2, AP, PoE, all of them suffer from OBsidian not understanding reasonable design goals, thus never being able to finish anything in a satisfying way.

Both games are far better than anything Bethesda has put out, and their writing is discussed to this day. They're two of the text book examples on what a well written video game story is.

TBH it was one of the most boring quests in Nv, because, even compared to NV's reactionless world, that quest had even LESS of an impact then anything else.

There are so many ways to complete it. It doesn't matter what kind of way you've developed your character, you'll have a unique way to go through the quest. Along with that, there are many different paths you can take on the quest, and several endings.
It's a great example of putting open ended quest structure in video games

KOTOR 2 is the Nolan Batman of Star Wars games, it totally misses the entire fundamental basis of the Star Wars universe, just to shove in some ham fisted "MUH GREY MORALITY!" plotline, that was never actually finished.
KOTOR 2 is good if you hate everything Star Wars is based around, but that's about it.

I disagree, as do many others. Being able to learn how my personal choices affected a world, even one far away from my own, is very satisfying, and much more so than having 0 choice with a couple of new scripted npcs afterwords, because then that just feels like a movie.

Fo3 only did this once with tennpenny tower. They did it really well but that quest only had 3 endings (kill ghoul,kill human,pass speech checks) and thats lazier to me than not "properly" showing the world change.

I had 0 problems with FO3's original slideshow ending being a slideshow ending. My problem was the retardedness of Fawkes not going into the purifier, and the entire FEV subplot being silly.
It actually did it with every side quest.
Bethesda however understood the limits of their game, and thus didn't try to make their quests have these massively staggering world changes as part of their narrative.

No, I want to have meaningful gameplay choices (how to approach a situation), meaningful political / moral / philisophical choices (which make me think, and I can reasonably asses others would pick something else even when being honest with themselves on what they truly believe is the right choice), and meaningful consequences (that are directly correlated to the choices I made in at least one of the above, either gameplay or personal choices, preferably both). The consequences can be told to me via text in a conversation, via a slideshow, a cutscene, or some characters appearing. I don't care how it's delivered, I just want to know that the choices I made had a difference.
