He's not bad. Unfortunately he's a sky-type hero which means there's many enemies he is weak to, and Kintoki and Vlad edge him out by the end by sheer 5 star growth values, but he's not bad by any stretch of the imagination. He steamrolls everything in the game at the moment.

Counter Guardians are things that can't be summoned as Heroic spirits normally, and they do not have any of the same qualifications for their job as a heroic spirit
CG doesn't need to be legendary, they don't need to be born before a certain point, they don't need to have some famous deed or worship.
All they need is to know how to ask the world to create the pact, and sell their soul.
I don't know why people don't try to realize any of this when they're being smarmy "Well what about EMIYA, he's a heroic spirit". He really isn't, he's not even something that should be summoned if it wasn't for the grail being fucked up, like certain other heroes as well.
To be a heroic spirit, there are many stipulations and things you need to fulfill, but to be a CG there's basically nothing. Its an entirely different system and classifications. Since HS are meant to be traditions to the people, and CG are meant to be janitors.
He's not a heroic spirit just like how Medusa isn't a heroic spirit, and she also couldn't be summoned if not for the grail being strange.

The truth of the matter is that Counter Guardians are explicitly a subtype of Heroic Spirit. You can make an argument that they aren't "heroes" in the same way that most Heroic Spirits are, but they ARE Heroic Spirits.

I made an Agatha servant for a HGW rpg I ran for a friend of mine.
Her NP was a barrier to trap foes and play scenarios in there to play with them, and if you solve the mystery you leave or else you could end up killed by one of the "NPCs".
She pretty much gained the Red Truth from Umineko while in there to make sure people stayed trapped, but you could escape by blasting it all apart with a strong enough NPblast.
She was pretty fun to rp when they met her.

His high hp doesn't really mean anything when he doesn't do anything well apart from kill dragons which REGEND does just as well.
He also isn't as tanky as servants with lower hp because he has no damage mitigation besides a really shitty heal and a skill that reduces his damage taken from dragons.

I really, really wanted to like it. It has amazing production values. Good art, great character design, fantastic music, lots of appeal in every visual factor.
But no. It's not good. The writing is so dry and repetitious I wanted to tear my eyes out. The "gameplay" is abysmally luck-based and bullshit in the later stages. It is unbelievably stale and you read the same 4 scenes at the start every chapter with only the tiniest of variance.
I really, really wanted to like it.
CG are heroic spirits but no proper ones, the souls are in the throne and can be summoned if you only search there without a limitation like the one in the original fuyuki grail war.
In the other hand a proper HS can be a CG too like Jeanne and Arturia so you cant just say that all CG arent HS just because more of them are just nameless dudes.
Far, far worse. Twice as repetitious, half as interesting. But the characters are really cute and the setting seemed really interesting until nothing ever got explained and I realized I have read the exact same scene six times already and I had to drop it or lose my mind.
All non-Servants were made normally while unique powers were custom made. Servants were entirely custom made and got a unique MP system.
It wasn't very crunchy and we ignored a lot of rules, but it made for a good fluffy game.

Sure you could level Siegfried so he could be useful in those situations but you could also just level servants who aren't complete shit outside of specific situations and is still useful in the situations siegfried is.
I mean this is assuming you have access to servants who are better than Siegfried but if you don't then you should probably reroll and not try to argue for him being viable since literally anyone can be viable in the situation where you don't have anything better to chose from.

Tiresome I can see, keeping track of where everything was could get pretty annoying. But overall the game was pretty easy unless you wanted to go for the extra graphics, that fucking last level is literally impossible to clear for them.

He's okay. His skillset isn't as wide or diverse as Chiron's, and his NP isn't as versatile as UBW or GoB. In raw damage output however, he seems to have the competition beat. Stella has the range of an anti-country NP and the power of an anti-fortress NP, plus he can spam arrows like they were raindrops. The blowback effect is obviously quite a major downside, though.
I'm not sure how useful his clairvoyance is. It's A-rank, but I've no idea what good it does him.

Shirou being a sword is a fundamental part of his body, not UBW. UBW is a skill he gets by being a sword, but he doesn't need it and and not all of the Shirous have it. HF Shirou could get it but he never has any reason to since he quits after the HGW, but even in the final moments of it he still was going full sword with them poking out of his body.
UBW is just a technique that he can do because of that, it's not a fundamental part of any of them.
HF Shirou becomes a different person for entirely different reasons then not learning UBW, I have no idea how you came to that conclusion.

No matter how similar a person is, if he's diverged at all in life or has a different mind, then their internal world is different. All versions of Shirou have different world mind's.
Maybe its your fanon that you want to go with that he's lost it and its gone, but that really isn't the case officially. It is always going to be a part of him, its just this Shirou's mind is different from Archer, and thus his RM would also be different.

Verdict: Utterly fucked, other than Lancelot(who is mad anyway) and Robin Hood, everyone else has a grudge against each other
It's so nice when your two favorite servants get drawn together.
Robin Hood sabotages everything, Herakles and Lu Bu steamroll whatever's left, all the sexy riders have a tea party.
Robin Hood is seriously imbalanced when it comes to proper HGW. The only reason Hakuno survived in Extra is because his master was a chivalrous nutter.
Then anyone who even survives the sabotage has to get past Herakles. Even Grand Order Herakles is still a big problem for most opponents, but Fate/Stay Night Herakles is an insurmountable wall to many, many heroes. And Lu Bu is strong too, but he's just gravy. I recognize Medusa and Martha have some significant capacity to aid in combat, but they're not really needed with so much frontloaded firepower.
Would pic related be unstoppable in a proper grail war?
Yes. That is absolute game over material. Only someone like Gilgamesh (independent action) or Herakles (constant master vigilance and general invincibility) stand a chance, and even then, no guarantees with such underhanded tricksters.
They have the same aptitude and compatibility, the same train of thought.
As long as kerry can give Robin proper stuff to work with, he will be a dreaded sniper who can turn invisible at will.

I guess this is a pretty well-balanced team, in so far that Heracles and Saber Alter is a monster in fighting while the team in general is pretty stable, even counting Saber being Alter and Heracles being mad
Robin Hood has a skill where he can remove 60% of an enemy's forces before a fight ever really starts.
For an army, even losing 30% of their men will cause a complete moral failure.
For Ionoi Heiteiro, it will poof away if half the men inside are lost, which will happen at 60%.
He's a guy used to fighting armies and super humans as long as he's fighting within his territory.
Actually Fate is a setting where that absolutely flies (the underhanded lay low the overpowered), but circumstances forbid it as a matter of drama. It wouldn't happen because it would be too uninteresting to see. There would be no great heroic clashes, so it's vetoed.

Ceasar is one of the best tactitians I could ask for, he would be the leader and the heart of my group.
Robin is a better Assassin than most Assassins with a very good NP.
Kyohime and Lu-Bu are great Berserkers, lU-Bu thanks to it's versatily and Kyohime because of the loyalty and the EX rank NP.
Arthuria is best saber.
Cu is a bro, has a OHKO NP and is great against armies.
Boudica is canon fodder if there are no Romans in the other team.
My wish would be to live with everyone of them after the war, except Boudica if she is no longer alive.
It's not the underhanded and sneaky beating the overpowered, it's the courageous underdogs who beat the overpowered by overcoming the odds stacked against them.
Coming up with plans against people like Gil or Gawain or Herc to even odds isn't the same as Robin and Kerry just sniping people for a week and then winning.
Kuzuki overcomes Artoria (temporarily) and Rin overcomes Medea (temporarily) with bullshit sneak attacks. Rin also uses a bullshit sneak attack to blow off Herakles' face. Rin furthermore requires a bullshit sneak attack to try and slay Sakura, though she ultimately fails to go through with it.
To say nothing of everything Kiritsugu does with Kayneth.
The strategy is permissible by logic and lore, but not by writ of author.

Kerry goes full assassin on Kayneth but that is the only person he does it to in the entire war, even when he snipes Ryuunosuke it happens when it is too late to stop the climactic battle. The Kayneth stuff was Uro making a point, which is why there's so much unnecessary shit in there.
As I said before, there's a difference between underdogs evening odds to lead to actual fights and someone just sniping their opponents from a kilometer away. Even when Urobutcher is writing with Kerry the only time that actually happens is when it's meaningless.
